The key problem	The fragility of the social protection and social security systems in many developing countries, particularly due to the gap between the existing services and the perceptions and behaviours of the population.
The key need	The ownership of relevant capacities to enforce effective and sustainable social protection and social security systems by actively including and enabling citizens.
Results	75 professionals (in 3 editions) developed core knowledge and tools to: Identify the main mechanisms and factors that give rise to resistance towards social protection and social security, and jeopardize the relationships between institutions and citizens. Detect relevant methodologies, strategies and steps to customize social protection and social security systems and to enable populations to transit to full engagement and active participation.
